A commitment id is the identifier of one forecast. Every forecast page carries one; so does every forecast-commitment entry in the log. Commitments in the tail of the log
Only entries whose payload this reader may see carry a commitment id: on a blind question that is still open, an entry naming an actor and a question would itself disclose that somebody forecast.
