A counter that moved from zero the moment somebody committed would tell you a blind question had just been forecast on, and by whom, which is what blind mode exists to withhold. This is not a count of zero.

There is no ordering by record here. Nothing has resolved, so an ordering by quality would order eleven zeroes, and participation is withheld, so an ordering by activity would order the same withholding eleven times.
